Bottlenecked in every game, something is definitely wrong

Specs: 3070, 12400f, 32 ddr4 3200 ram, 1440p

Gpu never hitting 100% utilization, getting lower than normal fps in every game.

Cpu often sitting at 100%

I've tried The witcher 3, Kingdom come deliverance, and marvel rivals, at many different settings and gpu still isn't hitting 100

Found a YouTube video of someone playing TW3 on my same setup, his gpu hit 100% no problem and he got ≈20+% more fps, even when he's at max settings and I'm at high with dlss on. His cpu (same as mine) was only at ≈30% utilization as opposed to my high 90s.

I've got nothing but ds4windows running in the background, and no apps are eating up my cpu utilization. I've scanned for viruses and came back clean. My temps are low, cpu cores only around 50c. I've updated gpu drivers, I've relatively recently updated my bios, and I have tried restarting.

I couldn't tell you how long it's been happening, but it's been at least a few months, (I thought rivals was just unoptimized and witcher 3 was old I guess?).

My ssd is fairly full, but I still had this issue with 100 gbs free, so I don't think that's the issue.

Im not sure what to try, or how to diagnose the issue, any help would be appreciated.
