“these files can’t be opened” problem

disclaimer: this screenshot is not mine because i have my windows in portuguese, and i thought that the message in english would be easier to understand

anyway, my computer is pretty new but every time i try to download an application online, i get this message. i’ve tried anything, i’ve disabled everything in windows defender, and still, i get this message.

i’m so tired and angry because i don’t what the hell i can do, please help me
