No Manager on Shift

Can the manager leave the store without a leader on shift? I've been handed their manager codes and left on shift multiple times and so have others. Not trying to make mess, but I can't find any policy on it when I'm actually able to be given time to get on the computer and if it's a big no no I don't want to do it again so that I don't get in trouble.
