Just add a toggle option for the current spawn system that favours Kanto or the old system that favours Event Spawns. Who would lose if we had this?
Barely any of the Kanto 'mons are top meta anywhere, but newcomers and genwunners still love them. So I say let them have them, and let the rest of the players, who have been catching all the Kanto 'mons for years have something else.
