Extra Postcards - Will I get new ones?

At the beginning of October, I had 18 Sent and 21 Received cards. As of today, the numbers are even - 22 Sent and 22 Received. I've only received one card at the end of October.

Should I expect more cards or the system is not choosing me right now?
