Food Too Frozen for Teething?

So my nearly 5 month Poodle puppy is in the midst of teething, and we're hitting the "don't want to eat" stage. I've been soaking her kibble in hot water and then freezing it in Toppls, but she doesn't want it. Could it be frozen too much that it hurts to eat? I'd like to keep her on kibble for two reasons: 1. She's been having extra soft stools that more wet food could make worse 2. I need to transition her to a large breed food, and the brand I'm using doesn't have that in canned form.
