Legendary Blue Gill

Did anybody else have trouble with catching this? For me, it simply doesn’t appear. I have the special lake lure equipped. I come back to the spot every day I play the game but I never see it. I only catch largemouth bass here.

I did the mission with Kieran before I had the special lure so couldn’t catch it then. Could this be a bug? Am I doing something wrong?
