Are "the mods" just one guy?

The thing I don't understand about how decisions are made in this subreddit is there are a bunch of people listed as mods, but the responses about banning or not banning X/Twitter have been in the first person singular: "I decided..." and "I think..."

Is it really just one guy and his singular opinion making decisions about how the subreddit should look and function 200,000 people?

If so, that's pretty messed up and underscores the importance of listening to folks and changing your approach when they collectively say they prefer or want something.
