Is Manchester (near river) a good place to live these days?

Hey all,

I'm moving right now and coming from Church Hill near Chimborazo Park. I'm considering moving to Manchester (near intersection of Semmes and Commerce) in those newer apartment buildings. My main questions are: are car break ins/theft still as bad as they were a year or two ago? And is it safe to walk around there at night?
