Learn Welding in RVA

Does anyone know of any decent, reliable, and affordable training programs to learn Welding from a novice level in or around the Richmond/Tri City area?

I've been looking into getting into this child for over a year now and have an apprenticeship application in at the Local 10 Union but haven't heard a peep from them despite emails and messages left. VA Workforce connection seems to direct me to programs well out of the city.

I'm a HS grad, quick learner who's tired of scraping the bottom of the bucket in an overall menial life, so any input would be appreciated!
