Is it possible to improve reputation with Harpy?

I already did a whole bunch of jobs for her, but she still appears with white icon. The guide in Yaniv is shown as green though.

It seems that some locations (like Sultansk and Slag Heap) just never get into the green no matter how many jobs you do there, but I wonder if Harpy in Yaniv is the same.
