I still wonder why Garlic Jr. is the ONLY character with his BASE form missing. Why did they get rid of him ?

I actually like Garlic Jr. as a villain, his definitely not my favorite but sill. I find it unfair that he has a form missing, especially his base form, i think that the characters from BT3 should come with all their forms (that mean Kid Goku should have his Great Ape too). I told the same thing for Caulifla having her SSJ form missing even if i dont like the character.
