Is ninjabike backpack in general loot pool?

Hi, I’m pretty new to the game but have been getting into some build making and a lot of the builds i’m looking at require the Ninjabike backpack. I’m not sure if i can get it from targeted loot or i have to get it from exotic caches first?

Any info would be appreciated!
