Law of surprise,

Can someone explain the law of surprise to me?? i tried reading into it but i just keot getting confuse. Can you both ask and give the law of surprise?? because at one point urcheon saved the king and gave the law of surprise but then geralt took the law of surprise as a gift which then made me confused, plus the descriptions online didnt really simplify it
