[TOMT][Movie][2000s] French speaking low key comedy from Canada or Belgium, early 2000s.

It's a French speaking movie from either Canada or Belgium (95% certain it's not French) that was released in the early 2000s (perhaps late 1990s but I doubt it). It's a low key comedy, not slapstick or silly or laugh out loud. It's about a lonely man who is studying something pseudo-scientific; the movie ends with him traveling to a scientific conference abroad to present something but it's a failure (he gets the dates wrong, nobody shows up, he's not allowed to present, or something like that). I believe the man is in his 30s and a bit chubby with red hair.
