Toddler constantly holding hands over his ears saying things are too loud

Just as the title says, my toddler (3 years) entered into a new phase where he will hold his hands over his ears or complain that things are too loud. The music in the car could be on a very low volume and he will still say it hurts his ears. His tablet could be at half volume and he will complain about the same thing. This is also coming from a toddler who is extremely loud from sun up to sun down. Just wondering if this is normal or should I be concerned about something else?
