AI Construction Priorities Reworked is Feature Complete Now.

This is a mod I have been working on for some time, see the description for a pretty good rundown of what it does. The last feature I can think of to add is dismantling AI growth buildings when their province hits tier 5, which is now included in the Experimental Features submod.

Let me know what you think. The mod should lead the AI to building their provinces optimally, resulting in them being stronger as the campaign goes on. If you are willing to use the growth deconstruction from Experimental Features, I need feedback on whether the correct structures are being dismantled when the AI hits tier 5 before I push the code to the main mod.
