Having Issues with setting up Alipay in US before China Trip

Trying to help my wife setup her alipay before we go to china. I had set mine up with no issues. My wife tried to add her chase cc and used her phone number to sign up. But when whenever she clicks transportation or pay/receive it shows this error message. We think maybe it will resolve once we get to China? But not sure why my account had no issues but her account did. Worst case will need to get a metro card wherever we go or try and setup a sim card with a phone once we get there etc.
Anyone experience something similar?
Debugging steps I have done: - Verified that this is the international version. - Verified id with passport - Verified the cc with her name matches her passport. - Compared her account alipay settings with mine and they seem to match?
