Is this flaky foundation caused by tret?

I have been on tret (0.025) for around 6 months and my foundation always look like this. My skin does not look like it’s peeling when I don’t have foundation on. I have tried to focus on moisturizing my skin and use light weight hydrating foundation but it does not seem to help. Is that true that there isn’t anything else that can help?
