Did this pax fool me?

I accepted a multi-stop ride last night, my first mistake (did not notice it as I was exiting a freeway when I accepted it). It was only a couple of miles, so I thought not to cancel and get it over with. 2 minute wait over, was about to cancel and 2 people (presumably husband and wife) showed up with a dog. They said it was her service dog for diabetes and apologized for the wait. Whatever.

The dog behaved just fine. It was small and was on her lap all the time. It did had a training vest. We went to a 7-11 for the husband to get out and use the ATM, we drove back to their house, the husband got down with the dog and gave her the money, I took her to nearby grocery store. Trip was over.

When I was driving around, I was thinking if it was indeed her service dog, why did it not accompany her on the last leg (from their house to the store) or in the store? I went back and changed their rating to 3 stars as they were very polite and no issues from the dog. Service dog owners or drivers with more experience -- is it normal for people to be without their service dogs for larger intervals?
