Mid day Eating spots rant

Why does UIC refuse to create more eating areas ? Its ridiculous that during noon, which is recognized as lunch time everywhere on earth it’s impossible to find a single spot to eat, during the warmer months I don’t complain because you can always just sit on the grass and eat, but during winter it’s ridiculous.
