International COA After Scholarship (Undergrad)

I got the presidential honors scholarship (13000 dollars) and the non resident tuition waiver (17000 dollars). So is my net COA zero cause the website for COA says the cost for residents is 29800 dollars approx. And for non residents an additional $15000 (totaling to $44800). Since I get the tuition waiver, is my COA (44800-30000=14,800 ) dollars or zero.?
