Query about COA

Hi, I recieved 10k usd scholarship + instate fee waiver from UT Arlington. According to the website, the total COA for international students is 45k. With the scholarship, it comes down to 17k. I wanted to know how accurate this cost is? How much can I earn through on-campus jobs? Are there any ways of reducing the COA?
