Shouldn't the US start with consumption tax only?

Reading about this Trump income tax proposal, and apparently until 1914, the vast majority of the US budget came from tariffs and consumption taxes on alcohol etc. With the exception of a short period where they levied an income tax during the civil war. Maybe someone more experienced with the history can answer but it seems like there was heavy resistance to non-excise taxes. I think maybe there was local property tax, but that's difficult to incorporate in the simulation
