Viktor's outdated kit problem

Hi, i'm a LoL player that absolutely loved Viktor in Arcane and kinda like the visual rework. Now, i'm not going to say anything about the discussion surrounding this ASU because it's in your right to complain about it, but one thing i don't understand is: why Viktor mains were so adamant about not reworking his kit? That's the real big issue with me. Of course, Viktor is not the first old champion receiving an ASU instead of a full fledged VGU, but in other cases, i think about Teemo or Morgana, the champion's kit, while outdated, still has element of uniqueness that makes you say "ok, this is a good Morgana game, or Teemo game", because of shrooms, blind, snare or black shield. But in Viktor's case, what's so unique about his kit that makes you say "i should take Viktor here"? Seems to me that, in the current state of the game, none of his abilities are unique enough or useful enough to actually make me use him and not, say, Hwei, which can poke and zone off enemies in a far better way. It may not be the best example, since he's supposed to be a jack of all trades kinda champion, but you get the idea, i hope. I tried playing Viktor many times, but everytime i get the feeling that i'm useless or that i'm hold back by his kit.
His W is completely useless unless you put it under someone's feet in a chaotic fight; the E is one of the clunkiest abilities in the game and i absolutely hate it, reminds me of Rumble's ult and i hate that ability too; his Q is a poke ability that feels nice in lane with the shield and movement speed once you update it, but still imho could be changed. The only part of his kit they "reworked" is his R, which is good, but since the area only go bigger once you kill someone, how is that more useful then, again, a Hwei ult into 5 people?

I'm sorry about the wall of text and if i offended someone here, but really, i want to like the champion, but i'm held back by how awful his kit feels to use. I feel like a full scale rework was the better step to take. I'm curious about your opinions though, so feel free to respond if you can.
