Is China banning the export of rare minerals to US that big of a deal?

Just thinking out loud, with most manufacturing happening in other parts of the world and non, on US shore. Is china banning the export of "gallium, germanium, antimony" really going to have that big of am impact?

Or are the ones that will be impacted, why wont they just offshore the manufacturing to reduce the total costs?
