How to counter jungle camping

I was in platinum 3 making some progress now I'm on a 8 game losing streak back in gold.

I started playing jungle to get better at the position and all my games have been at least 2 players constantly roaming jungle taking everything and ganking non stop. My last game it was a zin zhau and malphite just camping jungle whole game and that's all they did. Literally shutting down capability of farming in jungle as adc and mid just mindlessly sit in lane typically feeding 0-8 in the first 10 mins.

This damn game is June but at the same time makes my blood boil it's like unless you find premade groups with decent players solo queue is just an endless suck fest.

Is there a way to counter enemy team running around taking all jungle I see it's an effective strategy I suppose being that it's almost every game now.

Trying to get a feel for the best jungle rengar and lillia not really my play style I typically do the best with VI but she has her ups and downs.
