Allied Races Ques "Tol Dagor: The Fourth Key" Bugged Still?

Trying to unlock some allied races, suppose to Speak with Flynn Fairwind at Harbormaster's Office.

I have the "A Sound Plan" achievement on another character so I see Flynn there, but he does not provide the dialog to proceed with the quest.

Is there a fix? Or does it all have to be done on one character? Should give the players some warning at least...
