Does anyone have this problem with their reactive pup?

So me and my boyfriend have a reactive male dog named Kai (he will be 2 yo in march, he’s castrated) who shows both anger and happiness in equally big ways. His biggest problem is the fact that he doesn’t tolerate other dogs and barks/throws himself at other dogs in an attempt to bite, whenever someone with dog is appearing near us on the walk. We work with him daily, using tips that behaviorist gave us and he is making progress.

His excitement matches his fear of dogs too, so we also try to work on that. He loves our family members and gets extremely excited whenever he sees them (both when we come to visit and when they visit us) and he can’t calm down sometimes for days after the visit. He behaves like we made no progress at all and behaves sometimes even worse than he did at the beginning of our training. Now we stopped taking him out to family and we stopped having any guests over because are scared that he will freak out again for days.

What to do? Is there a way to train him, so that he can calmly meet our family and to not destroy the progress that we make with him during walks?

Also, he is deaf to all attempts to teach him calm greetings, as he is so extremely excited that he cannot control himself at all.
